今天的圓桌會在中非合作論壇約翰尼斯堡峰會前夕召開，時機抓得很好。在座各位專家、學者、企業家、媒體朋友都是有影響的人士，是中非關係的關心者、實踐者、貢獻者。希望大家在本次會議上就中非關係面臨的形勢和任務、困難和挑戰，暢所欲言，凝聚共識，為論壇峰會成功召開建言獻策，發揮積極的作用。
WiththeFOCACSummitopeningtomorrowinJohannesburg,today’sconferencecouldn’tbeheldatabettertime.Itbringstogetherinfluentialexperts,scholars,entrepreneursandjournalistswhohavebeenfollowingandcontributingtoChina-Africarelationsovertheyears.IhopeyoucouldshareyourinsightsonthecurrentstatusofChina-Africarelationsandthetasksandchallengeswefaceintakingthisrelationshipforward.IamsurethatyourvisionandwisdomwillbeofimmensevaluetoasuccessfulFOCACSummit.
當前，中非關係處於歷史上最好時期。在中非合作論壇機制的有力推動下，中非政治互信顯著增強，務實合作成果豐碩，人文交流豐富多彩，和平安全合作發展迅速。2013年中國國家主席習近平就任後首次出訪就到了非洲，提出真實親誠對非政策理念和正確義利觀，為新形勢下中非關係發展指明方向。時隔兩年半，習近平主席再次來到非洲，與南非總統祖馬共同主持論壇約翰尼斯堡峰會，充分體現了中國政府對發展中非關係和中南關係的高度重視。
China-Africarelationshipisbetterthanithaseverbeen.ThroughtheFOCACmechanism,ChinaandAfricahaveincreasedpoliticaltrust,carriedoutfruitfulpracticalcooperation,expandedculturalexchangesandenhancedcooperationonpeaceandsecurity.AfricawasthedestinationofPresidentXi’sfirstoverseasvisitaftertakingofficein2013.Heputforwardtheprinciplesofsincerity,practicalresults,affinityandgoodfaithingrowingrelationswithAfricaandemphasizedtheneedtovaluefriendshipandjusticeaswellassharedinterests,thuspointingthewayforwardforChina-Africarelationsinthenewera.Twoandahalfyearshavepassed,andPresidentXiisonceagaininAfricathistimetoco-chairwithPresidentZumatheFOCACSummitinJohannesburg.ThistestifiestothestrongcommitmentoftheChinesegovernmenttogrowingChina-AfricarelationsandChina-SouthAfricarelations.
當前，國際形勢正在發現深刻複雜變化，中非各自發展也取得巨大進步，中非合作也需要與時俱進，提質增效，爬坡過坎，以實現新的更大發展。這是中非合作發展的現實需要，也是中非雙方的共同期待。

本次論壇峰會在中非合作全面發展的關鍵階段召開，對中非友好合作關係發展具有承前啟後的裡程碑意義。怎麼理解這個「承前啟後的裡程碑意義」，我個人有以下幾點體會：

第一，我們要繼承中非友好傳統，讓中非友好世代相傳。中非友誼歷史悠久，上世紀50年代以來，毛澤東、周恩來、恩克魯瑪、納賽爾、尼雷爾等雙方偉人的名字深深鐫刻在中非人民的記憶中。中非有著相似的歷史遭遇，為爭取民族獨立和解放，雙方人民的手緊緊握在一起。今天，中非面臨發展經濟、改善民生的共同任務，這一任務更加艱巨，雙方人民的手需要更緊密地握在一起。中非同為發展中國家，在當今國際格局中還缺少應有的發言權和影響力。面對新形勢、新挑戰，中非加強團結、密切合作，有助於推進深化中非合作，也有利於加強南南合作、促進南北對話，推動國際格局向更加均衡和合理的方向發展。中非理應把雙方關係提高到一個新水平。為此，我們不僅要緊緊地把手握在一起，更要緊緊地擁抱在一起。
First,weneedtocarryforwardthetraditionofChina-Africafriendshipandpassitonfromgenerationtogeneration.Moreimportantly,weshouldfurtherpromoteChina-AfricafriendshiptoprovideasolidpopularfoundationforChina-Africacooperation.China-Africafriendshiphastakendeeprootinourpeople’shearts.ItisaninvaluabletreasurenurturedbygenerationsofChineseandAfricanpeoplethatshouldbecherishedbybothsides.Asmembersofthedevelopingworld,bothChinaandAfricancountrieslackthevoiceandinfluencematchedtotheirweightintoday’sinternationallandscape.Infaceofthenewcircumstancesandchallenges,ChinaandAfricamustenhancesolidarityandcooperation.Thiswillnotonlydeepencooperationbetweenthetwosides,butalsocontributetoSouth-SouthcooperationandNorth-Southdialogue,andmaketheinternationalsystemmorebalancedandequitable.ItisthereforeincumbentuponustotakeChina-Africarelationstoanewlevel.
第二，我們要保持良好合作勢頭，更要開拓創新。中非24億人民團結起來。中非巨大的資源和市場優勢結合起來，毫無疑問將產生「1加1大於2」的強大效應。中非合作不能總在低水平上徘徊，必須提質增效、向更高水平邁進。這樣才能滿足雙方自身發展的需要，迎接全球化的挑戰。當前，非洲積極謀求加快工業化和現代化進程。中國正在全面深化改革，大量成熟的優勢產業和產能加快到海外發展。中方有條件有能力，更有堅定的政治意願支持非洲實現自主可持續發展。中非合作全面發展面臨難得的歷史性機遇，關鍵是我們要抓住這個機遇。我們要做好準備，機會只留給有準備的人。
Second,weneedtokeepupthegoodmomentumandexplorenewwaysofcooperation.Ifwecouldunitethe2.4billionChineseandAfricanpeopleandcombinetheenormousresourcesandmarketadvantagesofthetwosides,thesynergywillbegreaterthanthemeresumofourindividualstrengths.Ratherthanstayingatthelowlevel,China-Africacooperationmustenhanceitsqualityandefficiencyandscalenewheights.Onlyinthiswaycanourcooperationmeetthedevelopmentneedsofthetwosidesandthechallengesofglobalization.Africaisnowworkingvigorouslytoaccelerateindustrializationandmodernization.China,onitspart,isdeepeningreforminanall-roundwayandrelocatingitscompetitiveindustriesandsurplusproductioncapacityoverseas.ChinahasnotonlythecapacitybutmoreimportantlystrongpoliticalwilltosupportAfricainrealizingindependentandsustainabledevelopment.China-Africacooperationfacesunprecedentedhistoricalopportunities.Itiscrucialthatwedonotletthemslipby.
第三，我們要密切協作，更要營造良好環境。中非在諸多國際地區問題上擁有共同語言和相近立場，一貫相互理解、相互支持、相互幫助。中非是天然的命運共同體，但我們不能視之為理所當然。隨著中非合作擴大深化，雙方不可避免會出現利益磨合;中非合作也可能會觸及第三方利益，總是一些人戴著有色眼鏡看待中非關係。我們要本著真誠友好和平等協商的態度，妥善處理好合作中存在的分歧和矛盾，不要影響到雙方關係和合作大局。我們更要堅持「中國視角」和「非洲視角」，以自己獨立的認識和主見，客觀公正地看待中非關係、評判中非合作。在「信息大爆炸」的時代，這一點尤其重要。
Third,weneedtostrengthencoordinationandfosterafavorableenvironment.Sharingcommonviewsandsimilarpositionsonawiderangeofregionalandinternationalissues,ChinaandAfricaalwaysunderstandandsupporteachother.Itisnaturalthatweformacommunityofsharedfuture,butweshallnottakeitforgranted.AsChina-Africacooperationexpandsanddeepens,somefrictionswillbeinevitable.China-Africacooperationmightalsoaffecttheinterestsofthirdparties,andtherearealsosomepeoplewhotendtoseeChina-Africarelationsthroughcoloredlenses.Weneedtoproperlyhandledifferencesthatemergeinourcooperationinthespiritofsincerity,friendshipandequal-footedconsultation,sothatouroverallrelationsandcooperationwillnotbeaffected.Itismoreimportantthatweadheretothe「Chineseperspective」and「Africanperspective」,andgiveanobjectiveandfairassessmentofChina-Africarelationsandcooperationbasedonourownperceptionandjudgment.Thisisparticularlyimportantintheageof「informationexplosion」.

中非雙方在磋商峰會成果文件時，都強調了加強中非媒體和智庫交流與合作的重要性。大家都認識到，中非關係更好更快發展，需要智慧、思想和前瞻性的看法，需要雙方專家、學者、企業家和媒體朋友的大力支持和積極參與。未來中非友好合作關係全面發展，也將為中非智庫、媒體合作提供更廣闊的舞臺。我們高興地看到，近年來，包括中國公共外交協會和南非獨立傳媒集團在內的中非智庫和媒體，為促進中非友好合作努力發揮了重要的思想先導、智力支持和傳播友誼的作用，作出了獨特的貢獻。我對此表示感謝和敬意。

【2】裡約奧運會開幕式致辭
國際奧委會主席託馬斯·巴赫在20xx年國際體育大會上發表了演講致辭，在演講中他強調了時下與奧林匹克運動相關的一些話題。
首先，巴赫明確表示20xx年里約奧運會將如期進行。目前裡約奧運會已進入了最後準備階段，所需場館設施基本已經建完，部分設施也即將竣工。雖然裡約奧組委目前正面臨著財政方面的壓力，巴赫堅信今年的奧運會將極具觀賞性。巴赫認為，公眾對裡約奧運會的成功充滿信心，這樣就能讓所有人團結一致，同時這也給予了裡約奧運會強大的支持。其次，奧林匹克組織也非常穩固，大家都能團結一致。奧林匹克大家庭所關注的、以及它的團結，會給世界體育帶來更多的成功。
巴赫表示20xx年里約奧運會傳遞的信息是希望。他強調裡約奧運會想要獲得成功，要仰仗所有的參與者和組織團結一致、精誠合作。
巴赫同時還談到了奧林匹克2020議程，這項議程的核心是改善奧林匹克運動的未來。巴赫發起的這項舉措，包括三個主題：可持續發展、公信力、青春。
巴赫在國際體育大會上還提醒道，這項議程是要大家主動尋求改變。
由於近期體育界不斷有醜聞曝出，巴赫在演講中也反覆強調了自己希望所有體育機構都能擁有良好的管理體制。目前，國際奧委會已經在內部設立了這樣的標準，他鼓勵所有業內組織也都能效仿。
巴赫補充道，「一旦任何不當行為發生了，我們需要迅速做出行動」。
在演講中，巴赫同時還對夏季奧運會單項項目總會聯合會(ASOIF)及其主席弗蘭西斯科·裡奇·比蒂表達了謝意，巴赫說「我想感謝ASOIF為體育管理機構設立的特別小組，在比蒂主席的領導下，這個特別小組為所有的國際體育組織展現了良好的管理是多麼重要。看到這些努力與我們的奧林匹克2020不謀而合，真是讓人感到備受鼓舞。」
同時，巴赫也稱讚了在瑞士洛桑舉辦的20xx年國際體育大會，他表示今年的國際體育大會能夠為SortAccord開啟一個新紀元，有助於打造一個全新的、積極向上的SportAccord。
