　　SoIfirstcametoChicagowhenIwasinmyearlytwenties,andIwasstilltryingtofigureoutwhoIwas;stillsearchingforapurposetomylife.AnditwasaneighborhoodnotfarfromherewhereIbeganworkingwithchurchgroupsintheshadowsofclosedsteelmills.

　　ItwasonthesestreetswhereIwitnessedthepoweroffaith,andthequietdignityofworkingpeopleinthefaceofstruggleandloss.

　　Ican’tdothat.

　　NowthisiswhereIlearnedthatchangeonlyhappenswhenordinarypeoplegetinvolved,andtheygetengaged,andtheycometogethertodemandit.

　　Aftereightyearsasyourpresident,Istillbelievethat.Andit’snotjustmybelief.It’sthebeatingheartofourAmericanidea—ourboldexperimentinself-government.

　　It’stheconvictionthatweareallcreatedequal,endowedbyourcreatorwithcertainunalienablerights,amongthemlife,liberty,andthepursuitofhappiness.

　　It’stheinsistencethattheserights,whileself-evident,haveneverbeenself-executing;thatWe,thePeople,throughtheinstrumentofourdemocracy,canformamoreperfectunion.

　　Whataradicalidea,thegreatgiftthatourFoundersgavetous.Thefreedomtochaseourindividualdreamsthroughoursweat,andtoil,andimagination—andtheimperativetostrivetogetheraswell,toachieveacommongood,agreatergood.

　　For240years,ournation’scalltocitizenshiphasgivenworkandpurposetoeachnewgeneration.It’swhatledpatriotstochooserepublicovertyranny,pioneerstotrekwest,slavestobravethatmakeshiftrailroadtofreedom.

　　It’swhatpulledimmigrantsandrefugeesacrossoceansandtheRioGrande.It’swhatpushedwomentoreachfortheballot.It’swhatpoweredworkerstoorganize.It’swhyGIsgavetheirlivesatOmahaBeachandIwoJima;IraqandAfghanistan—andwhymenandwomenfromSelmatoStonewallwerepreparedtogivetheirsaswell.

　　Sothat’swhatwemeanwhenwesayAmericaisexceptional.Notthatournationhasbeenflawlessfromthestart,butthatwehaveshownthecapacitytochange,andmakelifebetterforthosewhofollow.

　　Yes,ourprogresshasbeenuneven.Theworkofdemocracyhasalwaysbeenhard.Ithasbeencontentious.Sometimesithasbeenbloody.Foreverytwostepsforward,itoftenfeelswetakeonestepback.ButthelongsweepofAmericahasbeendefinedbyforwardmotion,aconstantwideningofourfoundingcreedtoembraceall,andnotjustsome.

　　IfIhadtoldyoueightyearsagothatAmericawouldreverseagreatrecession,rebootourautoindustry,andunleashthelongeststretchofjobcreationinourhistory—ifIhadtoldyouthatwewouldopenupanewchapterwiththeCubanpeople,shutdownIran’snuclearweaponsprogramwithoutfiringashot,takeoutthemastermindof9-11—ifIhadtoldyouthatwewouldwinmarriageequalityandsecuretherighttohealthinsuranceforanother20millionofourfellowcitizens—ifIhadtoldyouallthat,youmighthavesaidoursightsweresetalittletoohigh.

　　Butthat’swhatwedid.That’swhatyoudid.Youwerethechange.Theanswertopeople’shopesand,becauseofyou,byalmosteverymeasure,Americaisabetter,strongerplacethanitwaswhenwestarted.

　　In10daystheworldwillwitnessahallmarkofourdemocracy.No,no,no,no,no.Thepeacefultransferofpowerfromonefreely-electedPresidenttothenext.IcommittedtoPresident-ElectTrumpthatmyadministrationwouldensurethesmoothestpossibletransition,justasPresidentBushdidforme.

　　Becauseit’suptoallofustomakesureourgovernmentcanhelpusmeetthemanychallengeswestillface.Wehavewhatweneedtodoso.Wehaveeverythingweneedtomeetthosechallenges.Afterall,weremainthewealthiest,mostpowerful,andmostrespectednationonearth.

　　Ouryouth,ourdrive,ourdiversityandopenness,ourboundlesscapacityforriskandreinventionmeansthatthefutureshouldbeours.Butthatpotentialwillonlyberealizedifourdemocracyworks.Onlyifourpoliticsbetterreflectsthedecencyofourpeople.Onlyifallofus,regardlessofpartyaffiliationorparticularinterestshelprestorethesenseofcommonpurposethatwesobadlyneedrightnow.

　　Andthat’swhatIwanttofocusontonight,thestateofourdemocracy.Understanddemocracydoesnotrequireuniformity.Ourfoundersargued,theyquarreled,andeventuallytheycompromised.Theyexpectedustodothesame.Buttheyknewthatdemocracydoesrequireabasicsenseofsolidarity.Theideathat,forallouroutwarddifferences,we’reallinthistogether,thatweriseorfallasone.

　　Therehavebeenmomentsthroughoutourhistorythatthreatenedthatsolidarity.Andthebeginningofthiscenturyhasbeenoneofthosetimes.Ashrinkingworld,growinginequality,demographicchange,andthespecterofterrorism.Theseforceshaven’tjusttestedoursecurityandourprosperity,butaretestingourdemocracyaswell.Andhowwemeetthesechallengestoourdemocracywilldetermineourabilitytoeducateourkidsandcreategoodjobsandprotectourhomeland.

　　Inotherwords,itwilldetermineourfuture.Tobeginwith,ourdemocracywon’tworkwithoutasensethateveryonehaseconomicopportunity.

　　Andthegoodnewsisthattodaytheeconomyisgrowingagain.Wages,incomes,homevaluesandretirementaccountsareallrisingagain.Povertyisfallingagain.

　　Thewealthyarepayingafairshareoftaxes.Evenasthestockmarketshattersrecords,theunemploymentrateisneara10-yearlow.Theuninsuredratehasnever,everbeenlower.

　　Healthcarecostsarerisingattheslowestratein50years.AndI』vesaid,andImeanit,anyonecanputtogetheraplanthatisdemonstrablybetterthantheimprovementswe』vemadetoourhealthcaresystem,thatcoversasmanypeopleatlesscost,Iwillpubliclysupportit.

　　Becausethat,afterall,iswhyweserve.Nottoscorepointsortakecredit.Buttomakepeople’slivesbetter.

　　But,foralltherealprogressthatwe』vemade,weknowit’snotenough.Oureconomydoesn’tworkaswellorgrowasfastwhenafewprosperattheexpenseofagrowingmiddleclass,andladdersforfolkswhowanttogetintothemiddleclass.

　　That’stheeconomicargument.Butstarkinequalityisalsocorrosivetoourdemocraticidea.Whilethetop1percenthasamassedabiggershareofwealthandincome,toomanyofourfamiliesininnercitiesandinruralcountieshavebeenleftbehind.

　　Thelaidofffactoryworker,thewaitressorhealthcareworkerwho’sjustbarelygettingbyandstrugglingtopaythebills.Convincedthatthegameisfixedagainstthem.Thattheirgovernmentonlyservestheinterestofthepowerful.That’sarecipeformorecynicismandpolarizationinourpolitics.

　　Nowthere’renoquickfixestothislong-termtrend.Iagree,ourtradeshouldbefairandnotjustfree.Butthenextwaveofeconomicdislocationswon’tcomefromoverseas.Itwillcomefromtherelentlesspaceofautomationthatmakesalotofgoodmiddleclassjobsobsolete.

　　Andsowe’regoingtohavetoforgeanewsocialcompacttoguaranteeallourkidstheeducationtheyneed.

　　Aftermyelectiontherewastalkofapost-racialAmerica.Andsuchavision,howeverwellintended,wasneverrealistic.Raceremainsapotent…

　　…andoftendivisiveforceinoursociety.

　　NowI』velivedlongenoughtoknowthatracerelationsarebetterthantheywere10or20or30yearsago,nomatterwhatsomefolkssay.

　　Youcanseeitnotjustinstatistics.YouseeitintheattitudesofyoungAmericansacrossthepoliticalspectrum.Butwe’renotwhereweneedtobe.Andallofushavemoreworktodo.

　　Ifeveryeconomicissueisframedasastrugglebetweenahardworkingwhitemiddleclassandanundeservingminority,thenworkersofallshadesaregoingtobeleftfightingforscrapswhilethewealthywithdrawfurtherintotheirprivateenclaves.

　　Ifwe’reunwillingtoinvestinthechildrenofimmigrants,justbecausetheydon’tlooklikeus,wewilldiminishtheprospectsofourownchildren—becausethosebrownkidswillrepresentalargerandlargershareofAmerica’sworkforce.

　　Andwehaveshownthatoureconomydoesn’thavetobeazero-sumgame.Lastyear,incomesroseforallraces,allagegroups,formenandforwomen.

　　Soifwe’regoingtobeseriousaboutracegoingforward,weneedtoupholdlawsagainstdiscrimination—inhiring,andinhousing,andineducation,andinthecriminaljusticesystem.

　　ThatiswhatourConstitutionandhighestidealsrequire.

　　Butlawsalonewon’tbeenough.Heartsmustchange.Itwon’tchangeovernight.Socialattitudesoftentimestakegenerationstochange.Butifourdemocracyistoworkthewayitshouldinthisincreasinglydiversenation,theneachoneofusneedtotrytoheedtheadviceofagreatcharacterinAmericanfiction,AtticusFinch,whosaid「Youneverreallyunderstandapersonuntilyouconsiderthingsfromhispointofview,untilyouclimbintohisskinandwalkaroundinit.」

　　Forblacksandotherminoritygroups,thatmeanstyingourownveryrealstrugglesforjusticetothechallengesthatalotofpeopleinthiscountryface.NotonlytherefugeeortheimmigrantortheruralpoororthetransgenderAmerican,butalsothemiddle-agedwhiteguywhofromtheoutsidemayseemlikehe’sgotalltheadvantages,buthasseenhisworldupendedbyeconomic,andcultural,andtechnologicalchange.

　　Wehavetopayattentionandlisten.

　　ForwhiteAmericans,itmeansacknowledgingthattheeffectsofslaveryandJimCrowdidn’tsuddenlyvanishinthe』60s;thatwhenminoritygroupsvoicediscontent,they’renotjustengaginginreverseracismorpracticingpoliticalcorrectness;whentheywagepeacefulprotest,they’renotdemandingspecialtreatment,buttheequaltreatmentthatourfounderspromised.

　　Fornative-bornAmericans,itmeansremindingourselvesthatthestereotypesaboutimmigrantstodayweresaid,almostwordforword,abouttheIrish,andItalians,andPoles,whoitwassaidweregoingtodestroythefundamentalcharacterofAmerica.Andasitturnedout,Americawasn’tweakenedbythepresenceofthesenewcomers;thesenewcomersembracedthisnation’screed,andthisnationwasstrengthened.

　　Soregardlessofthestationweoccupy;weallhavetotryharder;weallhavetostartwiththepremisethateachofourfellowcitizenslovesthiscountryjustasmuchaswedo;thattheyvaluehardworkandfamilyjustlikewedo;thattheirchildrenarejustascuriousandhopefulandworthyofloveasourown.

　　Andthat’snoteasytodo.Fortoomanyofusit’sbecomesafertoretreatintoourownbubbles,whetherinourneighborhoods,oroncollegecampuses,orplacesofworship,orespeciallyoursocialmediafeeds,surroundedbypeoplewholooklikeusandsharethesamepoliticaloutlookandneverchallengeourassumptions.Intheriseofnakedpartisanshipandincreasingeconomicandregionalstratification,thesplinteringofourmediaintoachannelforeverytaste,allthismakesthisgreatsortingseemnatural,eveninevitable.

　　Andincreasinglywebecomesosecureinourbubblesthatwestartacceptingonlyinformation,whetherit’strueornot,thatfitsouropinions,insteadofbasingouropinionsontheevidencethatisoutthere.

　　Andthistrendrepresentsathirdthreattoourdemocracy.Look,politicsisabattleofideas.That’showourdemocracywasdesigned.Inthecourseofahealthydebate,weprioritizedifferentgoals,andthedifferentmeansofreachingthem.Butwithoutsomecommonbaselineoffacts,withoutawillingnesstoadmitnewinformationandconcedethatyouropponentmightbemakingafairpoint,andthatscienceandreasonmatter,thenwe’regoingtokeeptalkingpasteachother.

　　Andwe』llmakecommongroundandcompromiseimpossible.Andisn’tthatpartofwhatsooftenmakespoliticsdispiriting?Howcanelectedofficialsrageaboutdeficitswhenweproposetospendmoneyonpre-schoolforkids,butnotwhenwe’recuttingtaxesforcorporations?

　　Howdoweexcuseethicallapsesinourownparty,butpouncewhentheotherpartydoesthesamething?It’snotjustdishonest,it’sselectivesortingofthefacts.It’sself-defeatingbecause,asmymomusedtotellme,realityhasawayofcatchingupwithyou.

　　Takethechallengeofclimatechange.Injusteightyearswe』vehalvedourdependenceonforeignoil,we』vedoubledourrenewableenergy,we』veledtheworldtoanagreementthat(at)thepromisetosavethisplanet.

　　Butwithoutbolderaction,ourchildrenwon’thavetimetodebatetheexistenceofclimatechange.They』llbebusydealingwithitseffects.Moreenvironmentaldisasters,moreeconomicdisruptions,wavesofclimaterefugeesseekingsanctuary.Nowwecanandshouldargueaboutthebestapproachtosolvetheproblem.Buttosimplydenytheproblemnotonlybetraysfuturegenerations,itbetraystheessentialspiritofthiscountry,theessentialspiritofinnovationandpracticalproblem-solvingthatguidedourfounders.

　　Anorderbasednotjustonmilitarypowerornationalaffiliations,butbuiltonprinciples,theruleoflaw,humanrights,freedomofreligionandspeechandassemblyandanindependentpress.

　　Thatorderisnowbeingchallenged.FirstbyviolentfanaticswhoclaimtospeakforIslam.Morerecentlybyautocratsinforeigncapitalswhoseekfreemarketsinopendemocraciesandcivilsocietyitselfasathreattotheirpower.

　　Theperileachposestoourdemocracyismorefarreachingthanacarbomboramissile.Theyrepresentthefearofchange.Thefearofpeoplewholookorspeakorpraydifferently.Acontemptfortheruleoflawthatholdsleadersaccountable.Anintoleranceofdissentandfreethought.Abeliefthattheswordorthegunorthebomborthepropagandamachineistheultimatearbiterofwhat’strueandwhat’sright.

　　Becauseoftheextraordinarycourageofourmenandwomeninuniform.Becauseofourintelligenceofficersandlawenforcementanddiplomatswhosupportourtroops…

　　That’swhywecannotwithdrawfrombigglobalfightstoexpanddemocracyandhumanrightsandwomen’srightsandLGBTrights.

　　Nomatterhowimperfectourefforts,nomatterhowexpedientignoringsuchvaluesmayseem,that’spartofdefendingAmerica.Forthefightagainstextremismandintoleranceandsectarianismandchauvinismareofapiecewiththefightagainstauthoritarianismandnationalistaggression.Ifthescopeoffreedomandrespectfortheruleoflawshrinksaroundtheworld,thelikelihoodofwarwithinandbetweennationsincreases,andourownfreedomswilleventuallybethreatened.

　　Solet’sbevigilant,butnotafraid.ISILwilltrytokillinnocentpeople.ButtheycannotdefeatAmericaunlesswebetrayourConstitutionandourprinciplesinthefight.

　　RivalslikeRussiaorChinacannotmatchourinfluencearoundtheworld—unlesswegiveupwhatwestandfor,andturnourselvesintojustanotherbigcountrythatbulliessmallerneighbors.

　　Whichbringsmetomyfinalpoint—ourdemocracyisthreatenedwheneverwetakeitforgranted.

　　Allofus,regardlessofparty,shouldbethrowingourselvesintothetaskofrebuildingourdemocraticinstitutions.

　　WhenvotingratesinAmericaaresomeofthelowestamongadvanceddemocracies,weshouldbemakingiteasier,notharder,tovote.

　　Whentrustinourinstitutionsislow,weshouldreducethecorrosiveinfluenceofmoneyinourpolitics,andinsistontheprinciplesoftransparencyandethicsinpublicservice.WhenCongressisdysfunctional,weshoulddrawourdistrictstoencouragepoliticianstocatertocommonsenseandnotrigidextremes.

　　Butremember,noneofthishappensonitsown.Allofthisdependsonourparticipation;oneachofusacceptingtheresponsibilityofcitizenship,regardlessofwhichwaythependulumofpowerhappenstobeswinging.

　　OurConstitutionisaremarkable,beautifulgift.Butit’sreallyjustapieceofparchment.Ithasnopoweronitsown.We,thepeople,giveitpower.We,thepeople,giveitmeaning—withourparticipation,andwiththechoicesthatwemakeandthealliancesthatweforge.

　　Whetherornotwestandupforourfreedoms.Whetherornotwerespectandenforcetheruleoflaw,that’suptous.Americaisnofragilething.Butthegainsofourlongjourneytofreedomarenotassured.

　　Inhisownfarewelladdress,GeorgeWashingtonwrotethatself-governmentistheunderpinningofoursafety,prosperity,andliberty,but「fromdifferentcausesandfromdifferentquartersmuchpainswillbetaken…toweakeninyourmindstheconvictionofthistruth.」

　　Andsowehavetopreservethistruthwith「jealousanxiety;」thatweshouldreject「thefirstdawningofeveryattempttoalienateanyportionofourcountryfromtherestortoenfeeblethesacredties」thatmakeusone.

　　America,weweakenthosetieswhenweallowourpoliticaldialoguetobecomesocorrosivethatpeopleofgoodcharacteraren’tevenwillingtoenterintopublicservice.SocoursewithrancorthatAmericanswithwhomwedisagreeareseen,notjustasmisguided,butasmalevolent.WeweakenthosetieswhenwedefinesomeofusasmoreAmericanthanothers.

　　Whenwewriteoffthewholesystemasinevitablycorrupt.Andwhenwesitbackandblametheleadersweelectwithoutexaminingourownroleinelectingthem.

　　Itfallstoeachofustobethoseanxious,jealousguardiansofourdemocracy.Embracethejoyoustaskwehavebeengiventocontinuallytrytoimprovethisgreatnationofoursbecause,forallouroutwarddifferences,weinfactallsharethesameproudtype,themostimportantofficeinademocracy,citizen.

　　Citizen.So,yousee,that’swhatourdemocracydemands.Itneedsyou.Notjustwhenthere’sanelection,notjustwhenyouownnarrowinterestisatstake,butoverthefullspanofalifetime.Ifyou’retiredofarguingwithstrangersontheInternet,trytalkingwithoneoftheminreallife.

　　Ifsomethingneedsfixing,thenlaceupyourshoesanddosomeorganizing.

　　Ifyou’redisappointedbyyourelectedofficials,grabaclipboard,getsomesignatures,andrunforofficeyourself.
