　　Inthefirstplace,theauthorassumesthattherearenorelevantdifferencesbetween15-year-oldsandolderdriversthatwouldjustifytreatingthemdifferently.Thisassumptionisdearlymistaken.Themajordifferencebetweenthetwogroups,andthemajorreason15-year-oldsaredenieddrivingprivileges,istheirrelativelackofemotionalmaturityandsocialresponsibility.Thisdifferenceissufficienttojustifythepolicyofaowingolderdriverstorenewtheirdrivingprivilegeswhileatthesametimedenyingtheseprivilegesto15-year-olds.

　　Inthesecondplace,evenifitisgrantedthatfifteenyearoldspossessbetternightvision,reflexes,hand-eyecoordination,andarelessdisorientedinunfamiliarsurroundingsthanolderdrivers,theseabilitiesdonotqualifythemtoobtainadriverslicense.Theauthorassumesthatphysicalcapabilitiesaretheonlyattributesnecessarytooperateamotorvehicle.Butthisassumptionisclearlymistaken.Inadditiontotheseabilities,driversmustbeabletoexercisegoodjudgmentinalltypesofdrivingsituationsandconditionsandmustbecognizantoftheconsequencesoftheirdecisionsandactionswhendriving.Itisbecause15-year-oldstypicallylacktheselatterabilitiesthattheyaredenieddrivingprivileges.
