國務院近日召開常務會議，部署進一步多措並舉做好穩就業工作，要求大力支持靈活就業；更好地促進殘疾人就業；用法治手段治理農民工工資拖欠頑疾。China will take robust and multi-pronged measures to ensure that employment remains stable. The government will scale up support for flexible employment, boost job opportunities for people with disabilities, and tackle the stubborn issue of wage arrears affecting migrant workers with legal means. A host of steps was decided upon at the State Council's executive meeting.

就業是民生之本、財富之源。通過多方採取措施，今年我國就業形勢總體平穩，全年城鎮新增就業預期目標提前實現。但當前國內外風險挑戰增多，穩就業壓力加大。要更大力度實施就業優先政策，在積極擴內需、穩外貿帶動就業擴大的基礎上，進一步完善促進就業的舉措。

一是各地要著眼穩就業大局，出臺更多支持新增就業崗位的措施，抓緊清理取消不合理限制靈活就業的規定。二是加大力度援企穩崗。將階段性降低失業保險和工傷保險費率、失業保險穩崗返還及職工在崗培訓補貼政策延續實施1年。三是深入推進職業技能提升行動，加強職業培訓基礎能力建設。組織城鄉未繼續升學初高中畢業生、20歲以下登記失業人員參加技能培訓，並按規定給予培訓補貼，對其中農村學員和困難家庭成員再給予生活費補貼。四是完善就業託底保障。允許城鄉勞動者在常住地進行失業登記。

【重要講話】

就業是最大的民生。要堅持就業優先戰略和積極就業政策，實現更高質量和更充分就業。大規模開展職業技能培訓，注重解決結構性就業矛盾，鼓勵創業帶動就業。提供全方位公共就業服務，促進高校畢業生等青年群體、農民工多渠道就業創業。

Employment is pivotal to people’s wellbeing. We must give high priority to employment and pursue a proactive employment policy, striving to achieve fuller employment and create better quality jobs. We will launch vocational skills training programs on a big scale, give particular attention to tackling structural unemployment, and create more jobs by encouraging business startups. We will provide extensive public employment services to open more channels for college graduates and other young people as well as migrant rural workers to find jobs and start their own businesses.
