近日，海南省印發 「十四五」建設國際旅遊消費中心規劃，提出重點發展免稅購物、國際醫療及國際教育等三個領域，力爭到2025年，國際旅遊消費中心基本建成。China's Hainan province plans to lock in three sectors, duty-free shopping, international medical care and international education, in its drive to become an international tourism and consumption destination by 2025, according to its development plan for the 14th Five-Year period (2021-25).

【知識點】2018年4月印發的《中共中央 國務院關於支持海南全面深化改革開放的指導意見》提出海南的戰略定位是全面深化改革開放試驗區、國家生態文明試驗區、國際旅遊消費中心、國家重大戰略服務保障區。在中國特色社會主義進入新時代的大背景下，賦予海南經濟特區改革開放新的使命，是親自謀劃、親自部署、親自推動的重大國家戰略。推動海南建設具有世界影響力的國際旅遊消費中心，是高質量發展要求在海南的具體體現，是建設海南自由貿易試驗區和探索建立中國特色自由貿易港的重要支撐。《海南省「十四五」建設國際旅遊消費中心規劃》從積極承接海外消費回流、促進消費提質擴容、積極培育新型消費、提升消費供給質量、打造國際一流消費環境、營造便利消費環境等方面，提出加快推進海南國際旅遊消費中心建設的各項措施。規劃提出，到2025年，國際旅遊消費中心基本建成。消費供給側結構性改革成效顯著，消費進一步提質擴容，消費型經濟邁上新臺階，消費在穩增長、促改革、調結構、惠民生中的作用顯著增強。
