7月25日，國家主席向第二屆中非和平安全論壇致賀信。強調，中國願同非洲朋友一道，維護以聯合國為核心的國際體系，維護國際公平正義，推動落實全球安全倡議，構建新時代中非命運共同體。

Chinese President Xi Jinping sent a congratulatory letter on Monday to the second China-Africa Peace and Security Forum. China will work with Africa to safeguard the international system with the United Nations at its core, uphold international fairness and justice, promote the implementation of the Global Security Initiative, and build a China-Africa community with a shared future in the new era, Xi said.

【知識點】

中非命運共同體是責任共同體、利益共同體和命運共同體的統一，也是人類命運共同體的重要組成部分。這一理念的提出，基於中非長期的交往合作實踐，蘊含著內容豐富、內涵深刻的思想體系，引領中非關係向深走實、行穩致遠。從2013年3月主席首次提出「中非命運共同體」理念，到2021年中非合作論壇第八屆部長級會議提出「攜手構建新時代中非命運共同體」，這一重要論述在中非合作實踐中不斷豐富完善，指導中非合作穩步前行，其意義與影響已經超越雙邊與區域範疇，成為人類命運共同體的典範。

當前，中非關係正處於歷史最好時期，雙方依託中非合作論壇、「一帶一路」合作機制，逐漸形成了全方位、多層次、立體化的合作框架。在政治互信方面，中非以元首外交為引領，不斷豐富和完善政府間對話。在經貿投資方面，中國自2009年起連續13年穩居非洲第一大貿易夥伴國地位，相繼打造了以蒙內鐵路、非盟會議中心為代表的明星工程，修建橋梁近千座、港口近百個，通訊骨幹網15萬公裡，網絡服務覆蓋了近7億用戶終端，持續推助非洲實現工業化和現代化。在社會發展方面，中國為非洲各國培訓各領域人才共計16萬餘名，幫助非洲國家提高社會綜合發展水平。在人文交流方面，雙方政府積極牽頭，籤署並落實了346個雙邊政府文化協定執行計劃，鼓勵實施「中非民間友好行動」「中非聯合研究交流計劃」等政策，支持雙方組織、企業、學校等各類主體通過舉辦「國家年」「中非文化聚焦」等品牌活動深化雙方民間交流。在和平安全方面，中國建設性參與非洲和平與安全事務，累計向非洲派出3萬餘名維和人員，在17個聯合國維和任務區執行任務，支持非洲提升自主維和、維穩和反恐能力。以命運共同體思想為指引，中非雙方為破解全球發展與治理難題提供了獨特方案，攜手構建新時代中非命運共同體，將繼續為增進全人類福祉，推動構建人類命運共同體凝聚共識、探索路徑、積累經驗、樹立樣板，促進世界的和平穩定和繁榮發展。

中非關係為什麼好？中非友誼為什麼深？關鍵在於雙方締造了歷久彌堅的中非友好合作精神，那就是「真誠友好、平等相待，互利共贏、共同發展，主持公道、捍衛正義，順應時勢、開放包容」。這是中非雙方數十年來休戚與共、並肩奮鬥的真實寫照，是中非友好關係繼往開來的力量源泉。

Why do China and Africa have such a close relationship and so deep a bond of friendship? The key lies in an everlasting spirit of China-Africa friendship and cooperation forged between the two sides, which features sincere friendship and equality, win-win for mutual benefit and common development, fairness and justice, and progress with the times and openness and inclusiveness. This truly captures the relations of China and Africa working together in good and hard times over the past decades, and provides a source of strength for the continuous growth of China-Africa friendly relations.
