Strong technical support

強化科技支撐

In the past three years, Zhengzhou ranked first among 9 national central cities in the average annual growth rate of technological innovation indicators, such as the number of high-tech enterprises, R&D investment intensity, technology contract turnover, and the number of invention patents per 10,000 people. These indicators demonstrate the forces providing strong technological support for Zhengzhou's development into a national central city.

鄭州市高新技術企業、研發投入強度、技術合同成交額、萬人發明專利擁有量等科技創新的核心指標，近三年年均增長幅度均居9個國家中心城市第一位，為國家中心城市建設提供了強力的科技支撐。

Forming industrial clusters

Zhengzhou focuses on building a trillion-level electronic information industry cluster, and is establishing complete industrial chain systems such as the new energy vehicle industry chain, which includes manufacturing, R&D, testing, and after-market services. It is also helping develop and strengthen strategic emerging industries in new displays and smart terminals, smart equipment, smart sensors, network security, new-generation artificial intelligence, biomedicine, energy conservation and environmental protection, 5G, and superhard materials (new materials), to form a number of hundreds of billion-level industrial clusters.

著力打造萬億級電子信息產業集群，構建了新能源汽車製造、研發、檢測、後市場服務等產業鏈體系。新型顯示和智能終端、智能裝備、智能傳感器、網絡安全、新一代人工智慧、生物醫藥、節能環保、5G、超硬材料（新材料）等戰略性新興產業持續延鏈補鏈強鏈，一批千億級產業集群正在聚鏈成圈。

Building platforms for innovation

Zhengzhou has opened a large number of scientific research platforms, such as the Longzihu Wisdom Island and the National Technology Exchange Center (Zhengzhou). It has also invited influential institutes like the Institute of Process Engineering of CAS and the Harbin Institute of Technology to establish R&D centers in Zhengzhou, opened the Songshan Laboratory and the Yellow River Laboratory and got the approval to build a National Pilot Zone for the Innovation and Development of New Generation Artificial Intelligence. Zhengzhou is striving to build a development pattern with R&D in Zhengzhou, incubation in surrounding areas, and transformation throughout Henan.

中原龍子湖智慧島、國家技術交易市場（鄭州中心）等一大批科研功能平臺掛牌運營，中科院過程所、哈工大等大院名所在鄭設立新型研發機構，嵩山實驗室、黃河實驗室等相繼掛牌，國家新一代人工智慧創新發展試驗區獲批。鄭州正著力構建「研發在鄭州、孵化在周邊、轉化在全省」的科技研發及成果轉化格局。

Accelerating talent recruitment

創新人才加快集聚

Zhengzhou has improved a series of its policies in the talent introduction program. It has created and implemented new service mechanisms supporting talented individuals and projects, and built a collaborative talent introduction model to bring together talent, projects, capital, and venues, to serve all kinds of high-level talent such as academicians from Chinese Academy of Sciences and Chinese Academy of Engineering, and Yangtze River Scholars. That has greatly increased the number of R&D personnel in Zhengzhou. In addition, it has issued new policies favorable for young talent and offered comprehensive policies including living subsidies, housing subsidies, education access, and medical security, to attract young college students to live and work in Zhengzhou.

完善提升鄭州人才計劃系列政策，探索推進「雙即雙拎包」人才服務機制，構建「人才 項目 資本 場景」協同引才模式，引育各類高層次人才，匯聚兩院院士、長江學者等頂尖人才，研發人員數量實現倍增。創新實施青年人才新政，打好生活補貼、購房補助、教育就學、醫療保障等組合拳，吸引青年大學生留鄭入鄭發展。
